Keep in mind that there were provisions in the "flagging" rules which permitted a flagman on passenger trains at short station stops to stand 20 ft to the rear of the train with his flag "unfurrled"

Wasn't it about the mid '60's that Illinois law change required flag protection against following trains in ABS/CTC territory in response to a rear ender on the IHB? Flagman had to go back far enough
