Gerald, you're correct ! An "INSIDE HOSTLER" was qualified (usually) to move engines in and around the friendly confines of the RH service tracks (RH walls notwithstanding or, possibly, not STANDING)

Tks Karl. As those rules were pretty consistent among Class I RR's I wondered because when I was with C&NW, there was only one class of Hostlers @ Proviso. Loco's needing to be taken beyond the 'Ramp
