Gerald, you're correct ! An "INSIDE HOSTLER" was qualified (usually) to move
engines in and around the friendly confines of the RH service tracks (RH walls
notwithstanding or, possibly, not STANDING). An "OUTSIDE HOSTLER" was "close
enough" ta bein' an Engineer so as to deliver serviced units to locations
outside of those "friendly confines".
Example: Clyde RH would perform inspections and running repairs to engines
assigned to Western Ave. and 14th. St. A string of freshly serviced engines
would be coupled up and delivered to these outlying yards. A RH "local" if you
will.
