Late 30s early 40s you could cut them out from the back of a cereal box (KIX ?). I started in HO by saving box tops, X number per car for Varney set.  My father eventually motorized the F unit.  Burton

Lionel had a paper train during WWII due to no toy trains being made
during the war. There was a complete train. These look smaller than the
Lionel items and these look home made, possibly inspired by the Lionel
offering. The Lionel paper train was notoriously difficult to assemble
and keep together, and so was considered a failure, but it provided
something to offer while the materials that went into metal trains were
critical to war production.

I would definitely say these are homemade by some doting parent to bring
a bit of joy to a deserving youngster.
