The dotted line indicates privately owned industrial trackage.  If the track was owned by another railroad, it was usually represented by an alternating heavy/light solid line.

I don't have any further ideas on actual ownership.

A couple of questions (for anyone who knows):

1. What does the dotted line trackage indicate? Privately owned trackage, trackage on private land, removed trackage, or...? Not explained in the key chart, and I haven't looked at enough of these to know.
2. Any idea where I can get information on what was on most of the unmarked sidings / spurs? For example, I know geographically where Husky Refinery was in Cody, and I'm pretty sure the small yard at the east edge of the was the refinery trackage (loading racks, etc.), but that's an educated guess.
