Painting wheel sets.
I paint all my freight car wheels a lot of modelers build freight cars and then pull a set of shiny wheel sets and call it good.
I consider the wheels as part of the model and part of the weathering.
All my cars have semi scale wheel sets, but you can do this with any wheels I start with Floquil engine black but can be substituted
with most any other paint.
I start by dipping the brush in the paint then applying paint to the face of the wheel while still wet dip the brush into the powder and start dabbing 
the powder into the still wet paint to give it the rough texture of the dried oil and dust mix from the journal box and wait for the paint to dry
then come back with a gloss black paint around the center of the wheel looking like wet oil seeping out of the box after this dries I paint the rear of the wheels and axles
with a rail brown.
After all the paint has dried I clean the axle tips with a small brass tube I made to cut threw the paint and clean with a cotton swab with solvent
then put the wheel set into an old set of junk side frames  and clean the wheel treads with my Dremel tool and wire brush while the wheel set is spinning
you can at the same time clean the outer ridge of the wheel since most cars went down the hump and through the retarders witch made the outer
wheel tread shinny.
This is how I prepare the wheel sets for service.
I model 1955 so most freight cars still ran around on solid bearings (friction) and definitely gave the wheels a rough texture.
