Bill - I received the following last night from retired EMD sales engineer Bill Barber.  Hope this further answers your question on EMD model designation plates, graphics and lettering fonts.
 
Bill followed with a brief second Email stating he "thought" the Seaboard Coast Line also used EMD model designation plates, but wasn't sure about any other railroad doing so - Louis

It has been my understanding that EMD manufactured and offered them as an option, but not many railroads purchased them. The Q was one that did. Per the attached excerpt from BRHS Bulletin no. 4 on the F units, the plates were first applied in 1952 and were purchased from EMD. All subsequent units though the SD45s were equipped with the model designation plates. The excerpt is from page 7 of the Bulletin. On the last page of the E unit Bulletin, no. 10, there is a styling and painting diagram which references application of the model designation plate and provides the EMD part number for it. That drawing might reference the font. I don’t have access to that drawing. Surely, someone in BRHS group knows what font was used. It seems like I have seen a drawing of the plate in one of the BRHS Bulletins, but I don’t recall which one. GE units also had the plates as I remember, but I don’t know where they came from. I doubt that EMD made them for their locomotives.

Bill - I do not know.  I've copied in Bill Barber who is a retired EMD sales engineer.  He may know.
 
Too bad Charlie Vlk is no longer with us.  He was very knowledgeable with Q graphics and fonts.
