I had purchased this photo from the Lake States archives.  Here it is on their website.  It shows the non-controlled switch from the Rockford branch at Flag Center re-entering the C&I mainline heading west.  Note the high switch stand plus the G-R-S Model 9A electric switch lock.

The Lake States photo archive is a great site for looking at details and you can buy the pictures as prints or downloads.  I've recently taken to buying the high resolution downloads because you can zoom in on small details.

Bob,

That was the practice as I experienced it. High switch stands in a yard would be a hazard because of the work procedure of working along the leads while switching cars.
You still had to be aware of the low switches as well.
