Yes, this is the exact reason. For some reason I had not downloaded the article posted by Brandon Otterstrom back in May (message 63676) and looked at it. It has a perfect photo of the signals at Oregon on page 13 of the PDF and a full explanation of the reason why the dwarf was used. It also shows an interesting detail that the left side of the standard circular background of the searchlight signal was actually trimmed off to give the necessary clearance!

Unless there is another similar situation on another bridge on the Q this may very well be the only place this was done. But it just goes to show that the saying "It ain't prototypical." usually comes back to haunt you. Who would have thought the bottom signal could be moved off the mast and to a dwarf signal on the ground below! But it certainly works.
