Frank Hicks from IRM has made a model of the Q's 1916 scale test car #204738 that is slowly being restored at IRM and has it available for sale on Shapeways. There are three different versions with the only difference being varying levels of detail. They can be found here. 

Additionally, this car was included on the scale test car decal sheet recently produced by the BRHS and are available in the Company Store. 

To my knowledge, this car has not been produced previously. This car was on the roster until 1966 when it was sold to the Old Ben Coal Corp. Currently the model is only available in HO scale, but it may be able to be resized for other scales.
