At the baseball park, just south of the DRINW depot.  Centennial highway bridge in the background above the train.

Appears to be a circus train, which regularly played in the Quad Cities.

This is a screen capture from the BRHS web site's 'Photo of the Day' feature that appeared on July 25, 2022. 
There are only a few land marks to go by but they are unique, and hopefully enough for someone to recognize this location.
