Ken - I'm sure there was some variation in baggage cart paint schemes, but IF the green paint on the iron work is original (you can always carefully scrape a piece of the metal to see), I'd say you were safe in matching the color of the wood to the metal.  After using a heavy duty sealer, I'd use a good quality exterior paint if the cart is to be left outdoors in the weather. Better for the cart to be stored inside the freight section of the depot when not on display to the public - Louis
