Funny how meanings of words evolve, as the term "boomer(s)" is now used under a significantly different context....

Boomers were railroaders who bounced around from job to job and railroad to railroad, so I’m wondering if the boomer track was where the MOW equipment was spotted
 during between jobs, as those crews lived in the bunk cars and travelled from place to place doing track maintenance. Just an educated guess.

I'm sorry to say I don't have a clue what a boomer track is. Sounds like it might be a question for Pete Hedgpeth. 
 
As for your inquiry about plans for a C&S 50,000-gal. water tank, I have a big (24x36-inch) redrawing of an early 1900s C&S standard tank, and I'll try to get it scanned at Kinko's
 and send a copy to you. 
 
Things have been chaotic around here since Penny's 90-year-old mother fell in mid-December, was hospitalized, came home on hospice, died on Jan. 2 and was interred yesterday. Starting
 to get back to normal now.
