Ok i found the back story. This is former GTW 2-8-2 that eventually ended up at the Cuyahoga Valley Scenic RR near Cleveland. It was temporarily a CBQ engine for the 80’s baseball movie “The Natural”. 
#4070 is still around today and at one time was being restored
