Speculation here, but I would say yes. The paper seals were to prevent contamination, ie to keep dirt and cinders from entering the car around the loose hanging doors. Further this kept hot cinders from set paper sacks on fire. Bagged sugar was a food load, all food loads must avoid any exposure to contamination.

Kind of an odd question but when Great Western shipped out bagged suger in CB&Q boxcars did they ever use the paper door seals. Just to clarify I am not talking about the card board grain doors but the foot or so wide paper around the edges of the doors.
