There was another proposal in 1922-23, by the Interstate Commerce Commission, which would have merged the CB&Q with the Northern Pacific, the Great Northern with the Milwaukee, and the C&S with the AT&SF. Hale Holden, the CB&Q President counter-proposed to
the ICC that if consolidation was going to take place, it should consolidate the CB&Q, NP, GN and C&S.
Some politicians wanted total government ownership of railroads. President Harding said he did not support that proposal but announced an alternative policy of “a program of consolidating all the railroads into a small number of systems, the whole to be under
rigorous government supervision”.

Pete-
What is this Burlington Northern you speak of??
I thought Teddy Roosevelt prevented the NP and GN from merging with the CB&Q!!
My interest starts to wane as Chinese Red started covering everything and the Green stuff none at all.
I am having fun unearthing pre-1900 Q history even though I saw events after GP20s and SD24s came on the scene and most of my monthly tickets were issued by the WSMTD or later agencies....
