RPO designs and standards were in flux at the turn of the century.... They were driven by the Post Office.  This was of coarse the time when wood cars were being replaced by steel.  Some years ago I spent several days in the archives of the Postal Museum in Washington DC...  There were post office specifications issued in 1904, In 1914 they published a new spec for wooden cars.  By 1916 they published a specification for narrow gauge wood cars, with a mail "apartment" of less that 40'....  In reality this was used by some standard gauge short lines as well.  AC&F published accepted specifications for steel cars in 1915,  The Post office issued new specs in 1925 and 1932...  I have attached the 1904 specifications as a PDF...
