Appears that the item's usefulness would be in its weight.  ie paper weight, or perhaps used in a "waybill press"  where copies..before carbon paper and copying machines.  Waybills were "cooked" in a press weighted down to provide the transmital of the printing one one bill to another for an "office copy.

The same retired railroader that had the vertical Vibroplex dropped a new one on me today.  It looks like some kind of rail and it is embossed CB&Q.  For when I think it is right-side up, the CB&Q is upside down.  Can anyone identify it?  He also had a Burlington Route spark plug in his pocket for a speeder and also told me about a CB&Q shotgun.
