Hi Jon,

Back in the late 70s, I used to do skeet shooting in Oswego with the son of J. W. Vaghy who was the head of the Dining Cars for the "Q" in the late 60s.  J. W. used "Q" dining car china, etc. at home once the passenger cars ceased in the early 70s.  The story I was told was that some, if not all of the Zephyrs used an upscale set of tableware when the dining cars were not serving.  This was to present a look of elegance to anyone passing through the diner between serving times.  This upscale tableware included gold plated flatware.  When the dining car opened for service, the gold was replaced with the traditional silver-plate.  

Other than the information from J.W. Vaghy's son, I don't have anything to confirm the story.  However, it sounds very possible to me as the look of elegance would have been desired back when that mattered.
