>From Q correspondence, similar tickets & related "paper" it appears the Q had a group of approved lunch rooms (many in depots such as No. La Crosse, Washington, IA, etc) that employees could easily access and depending on their job would get 'coupons' (as opposed the purpose of lunchrooms, in the day, for passengers on trains w/o diners)  I have an annual pass-size card issued to Emps listing location of such diners.  And just as the Santa Fe had Fred Harvey, the Q (& Rock island) had Grier's.    Gerald
