While I can't swear to it in court I believe Charlie is correct for several reasons:

1)I've ridden by this location somewhere around 10-12,000 times as a RR employee(sometimes

Up to six times a day) and as a commuter. 

2) the bridges

3) the massive industry building and its tall smoke stack in the right background. It was there until a few 

Years ago.

4) the St Anthony hospital complex,it's still there in a reduced form.

Best I can tell it is at South Marshall Avenue and West Cullerton (20^th Street).   The complex in the background is St. Anthony’s Hospital.  The photographer is likely on the Douglas Park elevated.   I have not been able to find photos of either the El station or any of the CB&Q Douglas Park depot buildings that existed just west of and behind the photographer’s location.

A Sanborn map of the area showing the hospital and sidings to the south serving the West Chicago Coal Company yard is attached.
