I would tend to think that Bill's guess may be correct.  The photo was found in a New Jersey home, and possibly the railfan was within a few hours of this location.  I noticed the directional running on the overpass guardrails, but I don't know which road was doing that.  NYC and Pennsy may be candidates.  If someone is good at Photoshop, it may be possible to sharpen the image to read some of the signs on the buildings for further clues.
