You are correct. A great deal of Google Books are simply from university microfilms and they were not good about copying inserts or foldouts….if they hadn’t already been cut out of the library reference volumes to begin with.

That is the one and only volume I have access to and that was the only photo in the CB&Q portion of the report. Google books is a wonderful thing but they allow its value to researchers to diminish by not exercising either any or enough quality control on the scanning to prevent missed pages, pages cropped off, pages out of focus, etc., thus making the reproduced item incomplete. They also make no attempt at including any foldout pages or enclosures. I would expect that since this particular photo was on a regular page it should have been included although the resolution may not have been the greatest.
