Did the CB&Q rulebook have a 20mph speed limit for Reduced Speed?  When I came 
to Alliance and Sheridan in 1974-75 on BN, Reduced Speed had no speed limit 
associated with it. That was the primary difference between Reduced Speed and 
Restricted Speed. Also I was always taught that Restricted Speed only applied 
in signal territory whereas Reduced Speed was used in dark territory. So I find 
it strange that the CTC siding in this wreck was Reduced Speed instead of 
Restricted Speed? Especially in light of the fact fact they supposedly  entered 
the siding on a Red over yellow Restricted  signal. For many years I operated 
trains at Reduced Speed in dark territory or on sidings and we went as fast as 
we could with being able to stop before getting anything. With light power or a 
short light train In places where you could see for miles ahead that may mean 
track speed!
