Not familiar with that particular photo, but I have seen photos of Q on the SP in California. I believe that the SP need additional engines during the war effort and the Q "leased" some to the SP.

Subject: [CBQ] Q 2-6-2 #1907 in Los Angekes Circa 1942
In the current issue of Classic Trains, Summer 2018, page 7 has a photo of Q 2-6-2 #1907 in Los Angeles with two other SP and CRIP steam engines in 1942 on the Southern Pacific.
Any one have an idea how she managed to stray that far west?
