According to Overtons Burlington route on pg 338 the 4th main was installed in 1929-30.
ETTS in 1932 and 33 list 4 mains between Downers and Eola. ETT #76 of 1/14/34 states 3 mains between those points.

Watch for a future article including photos of the "Best laid plans of Mice and Men" in various multi tracks that came and went.
