1974 is plenty of tome for the BN to have removed the plates. many of the troop sleepers were placed in company service.

There was a query about the use of ex-troop cars being used in company service. There is a photo of 8761 on eBay at http://www.ebay.com/itm/Original-Slide-CB-Q-Burlington-Mail-Express-Car-8761-At-McCook-NE-1974-/332414142858?hash=item4d656d498a:g:HE8AAOSwKPdZ4-3G with the plates removed from the windows.

I’ve no idea, though, when it was converted. In February 1970, there were still 252 of the original 300 cars still on the passenger car roster.
