Yes Tom that's my understanding from conversations with the real old timers and research in the union files. Lots of complaints about Savanna waycar handling and conditions trying to live in a 36 or 40 ft space in the River bottoms during summer .

You mentioned in an earlier post on the aerial photo of the flooded Savanna yard that you can see the waycars on three tracks. I had not noticed that before so thanks for pointing that out. Based on the photo and the track diagram I just posted, this seems to indicate that tracks 39, 40, and 41 were the waycar tracks at Savanna - one for each division. Does this sound/look right?
