I would say the preponderance of evidence would lead an experienced man to say this was the east end w/f. But there is some doubt.........

Moving a scale test car(with its speed and handling restrictions) on a Wayfreight would be logical. I agree it was routine for the EE w/f to X/o from 3-1 or 1-3 at Naperville depending on work and traffic. But I enlarged the photo and I can't find the chalk mark for EE on the Waycar. Look at Chucks photos of Waycar 14351 dated 9/3/64 and 12/8/64 working Naperville on the east end w/f, both showing the nice big EE on the side so the Eola switchman get the right w/c on the right job. Also Chuck has another photo dated 11/63 showing Harley Peshia as the Con. On the EE. Then in 64 John Slyloge becomes a permanent fixture.
By the way the 14351 is the car at St James Farm.

I also could also agree that the guy in the cupola might be Dick Moss 10 years younger than when I worked with him. 

Finally just to clarify Daves comment to the those who less experienced to the inner workings of the RR, just so there's no misinterpretation. The assigned w/c was assigned to the job,not the Condr. Guys came and went for various reasons but the w/c stayed with the job or turn until sent to shop. It often then returned to the same job,run or pool turn. 
Said another way,when a Condr was bumped or bid onto a different run he then had sole
Use of the W/c on the job he went onto.

I posted a photo of Waycar 13945 on Flickr and was attempting to identify the gentleman in the cupola.  The photo was shot in the era when waycars were assigned to specific Conductors. I thought perhaps if anyone had access to those assignment records, it might be possible to connect the Conductor to Waycar 13945.  Any help appreciated, thanks.
