I've seen a number of train orders from the period in late 1898-early 1899 when Union Pacific, Denver & Gulf locomotives were being renumbered to their new C&S numbers, and no reporting marks are referred to in the train orders, so apparently back then it was not deemed necessary to note who the locomotive belonged to.  Obviously, this could lead to problems if two roads had engines of the same number, so at some point it became necessary to note the reporting marks of the locomotive, at least if it did not belong to the railroad issuing the train order.

Once Kens info. Surfaced I too began thinking these were NYC trains,but what confused me was That the order didn't specify NYC(I,I,&I or C,I,&S.).

I had been looking at those orders, and once again, two of them refer to engine numbers that are definitely not CB&Q locomotive numbers.  Since the II&I already had close ties to the NYC System in 1905, I'm assuming that the locomotives referred to are New York Central System engines.

I. I. & I. + Indiana, Illinois and Iowa Consolidated into the C.I.& S. in 1906. In 1914 consolidated into the NYC.

I am not real familar with Illinois but the map below  might help.

Ladd as these orders basically direct the crews to run extra to points like Zearing, Hegler,La Salle,etc and return. Based on my prior research I suspect these are blocks of coal loads out of Ladd.
