The vertical coils alongside the air reservoirs on the early EMC and EMD 
switchers were a modification performed by the Burlington's Mechanical 
Department to improve on the as-built arrangement.  Originally, the cooling 
coils receiving air from the compressor laid horizontal between the fuel tank 
and the frame on NW-1, NW-2, SW and SW-1 models.  All the problems discussed  
as a result of moisture in the train brake-line were the result of inadequate 
circulation of outside air to cool the train-line air coming off the 
compressor.  The solution was to rotate the piping 90 degrees and mount it on 
the outside of the frame.  Apparently later models had some improvements done 
at the design level because there is no evidence that the modification was 
necessary for the SW-7, SW-9 or SW-1200.  

Concerning an off-the-shelf part for models, probably the best place to start 
would be one of the cooling coils by Precision Scale, although you would still 
need to splice a couple together to get the proper length.
