Loading snow into/onto railcars to remove it from cities was nothing new in the 1960s.  Attached is a very poor quality image of Q workers shoveling snow off flatcars into the South Platte River in Denver after the record blizzard of December 1913.  The bridge over the Platte is right behind the 23rd Street roundhouse, and the snow came from the 23rd Street locomotive servicing facilities and coachyard.  Snow from the 38th Street freight yard was dumped into the river from bridges over the river at either end of the yard.


Also attached is the official story of delivering a carload of snow to Florida from Chicago in 1967, from the March-April 1967 issue of the railroad's Burlington Bulletin.

After the big Jan '67 snowstorm the Rock Island loaded snow in any open top mty and billed it Oklahoma.  Would imagine the Q did same as there was no other way to get rid of it.
