Yes - the approach to the old U.S. Hwy #20 bridge (replaced in 1940's) was a common location to photograph N-bd (west) trains in East Dubuque as much easier to access than head end of trains heading to Chicago.  The stone retaining wall & part of the tubular steel railing are still intact - you could take an identical photo now except  with additional brush & BN power, freight only!  Note too if looking thru old TT's - East Dubuque was Dunleith til circa 1900 when city fathers felt being part of the Dubuque metropolis, as least in name, would be a 'plus'.  IC, and to a lesser extent, CB&Q did not immediately change name in ETT's or public's.  The photo is just a few feet north of the south (east by TT) tunnel portal which makes a near 90 degree turn as it goes thru the bluff.  CN owns much of the bluff even today with property markers atop at boundaries of residential lots.   Gerald
