It seems to me that the CB&Q calculated that the train needed a little more oomph than the 4000hp two E7s would give so instead of doing ABA or AAA E7s at 6000 hp they went for 4500hp that the three F3s gave.

They already had FTs, F2s and F3s on the roster so maintenance and parts would not be an issue.  Some consideration may have been given to E7s as some ad art showed named E7s with California Zephyr lettering….but wouldn’t PAs ala American Flyer been nice?

Huh?  Burlington bought 20 E7s in 1945, 11 in '47 and 13 more in '49.

Consider that the CZ was inaugurated in 1949, and E7s were available around 1950. Advanced planning could  be the reason the F3s were chosen, since they were already available  before 1949, while the E7s were unavailable and unproven at that time.

Also interesting to see the original power on the trains - the Q's ABA F3s and the Rio Grande's Alcos.  What was the rationale behind Burlington buying the ABA F3 sets instead of a few more E7s?
