I believe it is a LA&SL locomotive. I found this on a UP loco roster
LA&SL is the Los Angeles and Salt Lake, so the "Salt Lake" makes sense.

...I found a photo in some of my older stuff, I don't recall where I got it and it's been awhile... The back of the photo is labeled "CB&Q".
