Looks like the number is actually 3376, which makes it a UP class A-1 Atlantic, originally built in 1903 by Alco for the San Pedro, Los Angeles and Salt Lake.  In later years, UP train 25 was a Salt Lake City to Portland mail and express train; not sure if that is correct for the era of the photo.
