Maintainer call?  I know they had a bell for a maintainer call at South St. Burlington.  (Near Wood Tower location)

I posted a photo of CB&Q 3003 on the Oregon Way Freight as it passed under the signal bridge at the east end of the Aurora Depot.  I noticed what appears to be an air horn pointing east near the top right mounted on the bridge.  Does anyone know the purpose of the horn?
