Unfortunately any new passenger train operations and/or improvements that are made today are all dependent on the Class 1 railroads that own the right of way. So it is always a negotiation process that allows the public transportation improvement to exist on the right of way of the owning railroad. If the owning railroad doesn't gain some type of benefit from allowing the use of their right of way there would be no reason for them to consider the project.
Now if the CB&Q would only have remained in the passenger train business........

Those eastbound trains have been parked from Bristol to Mendota for several years when the eastern connections can't take them. It is routine to see unit coal,crude,grain,ethanol parked literally for days at Plano,Bristol,Somonauk,Leland,Earlville,etc. By building the parking lot at Eola both mains will be open for the soon to be 12 Amtrak trains/day.
The same parking of trains is happening system and nation wide. Recently there's was a loaded crude train parked in Burke siding for 3 or 4 days until CSX could take it. Geez, Burke the highest point on that line. Guess someone wanted to see if history(Lac Mag...) would repeat itself.
I'm just really glad to see my state and federal taxes go to improve the operating efficiency and profits of Warren Buffet.
