I think it is referring the classes of trains for speed purposes. Prior to 1958, the employee timetables set speeds of trains by Class A, B, C, D. Speeds were listed in tables, and there was a column for all four classes A,B,C, and D for each speed zone. Class A was passenger trains handled by diesels, operated with electro-pneumatic straight air brakes. Class B was passenger trains handled by diesel, S1A, S2A, S4, S4A, or O5A steam engines, operated with automatic air brakes. Class C was all other steam passenger trains. Class D was freight trains.
Beginning in 1958, the speed tables were changed to show passenger and freight speeds only, without regard to type of passenger train. I'm guessing this was primarily in conjunction with the elimination of steam.
