There IS a Federal Train Wreck Statute which applies to cases like the recent Wyoming one. Another example: In the 1970’s a disgruntled former employee stole a C&NW GP7 at Crystal Lake, IL, jammed the throttle against set brakes (which eventually burned out), and sent it up the line to Lake Geneva, WI to crash into the morning train waiting at the depot for commuters. Both engines were totaled. TEB
