As the PC merger was effective 2/1/68 and the photo is dated 7/1/68 my guess is 
that was a part of a PC/CB&Q run-through holdover from PRR days.  The 
advertised eastern destination of the train was Conway Yard which is just west 
of Pittsburgh, PA.  If I remember correctly the CBQ/PC run-through power 
agreements were terminated due to poor performing PC power.
