I've not seen anything to suggest that the Burlington had any second hand tank cars, other than 30 B&MR tank cars and one H&StJ "water car" that were assimilated in 1904. (I've never found the new CB&Q numbers for these, unfortunately.  Any offers?) However, the sources of information for company service and MoW equipment are not as extensive as those for freight and passenger service, so anything is possible.

The TW-1 and TW-2 (wooden tank cars) were built at Aurora, TM-1, TM-2, TM-3, TM-4 and TM-7 tank cars were purchased new from AC&F as were the TM-5's that came from Standard Steel, and TM-6's were built at Havelock. There were also three steel tanks (origin unknown) mounted on CB&Q flat cars in 1918-20, and one oil tank - 6343 - that was listed in 1890-1895. 

Tank cars were either numbered in the company service / MoW system (i.e. 205xxx, 206xxx, 230xxx) or revenue service system (i.e. 919xx or 150xxx) and the latter cars were listed in the ORER's until 1933/34.  At the end of the ORER listing, the 150xxx and 919xx cars were included in the Recapitulation of Car Equipment as "revenue equipment".  For example, in 1924, there were a total of 336 revenue service tank cars (TM-3, TM-4 and TM-5 and the six remaining cars in the 919xx series) of which 331 were "General Service" and five (presumably  91995-91999) were "Special Acid, etc."   

In 1938, all the tank cars were renumbered into the 230xxx or 231xxx systems, with a few going to 205xxx.  Ken has covered the cars temporarily in revenue service during the war.

Whilst cars may have had revenue service numbers, have any photos been found indicating that the cars were actually used for that purpose? 

The TM-7 cars built at Havelock in 1965 were given revenue service number 130000-130049 and were listed in the ORER's from that date.

I don?t think the notion that the railroads used revenue tank cars downgraded for MOW service is exactly correct, at least for the CB&Q.
