Burlington Bulletin No. 23 page 101 shows VO-1000 #9364 with a single stack. 
The photograph caption says the photo was taken in the Burlington yard in 1948. 
I don't know if it was delivered with 1 or 4 stacks, or whether it was 
converted from 1 to 4 stacks after 1948, but the photographic evidence confirms 
that it had 1 stack in 1948.
