It may also have to do with environmental issues with painting structures over water, possible water pollution hazard? Not trying to change topics here, but the U.P. Robert Street lift bridge is in sad shape. The U.P. had asked the Army Corps. of Engineers to do an estimate on the removal of the Robert Street Bridge, due to the City of St. Paul was widening the Warner/Shepard road which runs right past HOFFMAN Ave. through downtown St. Paul, and out towards the airport. The funnel on this stretch of road is the Sibley and Jackson street where the split between Warner & Shepard road come together. The bridge itself has put the brakes on the completion of the widening of the road right at that intersection. The U.P told the C.O.E. to essentially pound sand, and that the U.P. was not in any way going to pay that kind of money to get the bridge removed. The U.P. should have told the city of St. Paul about the price tag. The new span would just be moved over towards the "west side" of the river from it's current location.

Charlie, I ask the question long ago, I would not say it is right. The cost of painting, labor, and preparing the surface does not out weigh the benefit. That was told to me, when I ask why we did not paint bridges any more. I was told by another Chief Engineer, that it was good advertising, it looked like you were in business. I am not trying to justify, just share why, they do not paint bridges, at least in the recent past.
