Thanks for explaining it.  I guessed the collection of elements (black herald, two white lines) was a paint "scheme" - but not the reasons.

These cars were early repaints (1959-60) at the Seventh Street rip track in Denver, and the C&S painters interpreted the painting and lettering diagrams for the Chinese red scheme as including top and bottom rules (stripes) not just on freight cars but also on cabooses.  After turning out a good many painted with the stripes, Q officials told them to stop applying them.  In a few years, they were also dropped from all freight cars in the new image scheme.
