These cars were early repaints (1959-60) at the Seventh Street rip track in Denver, and the C&S painters interpreted the painting and lettering diagrams for the Chinese red scheme as including top and bottom rules (stripes) not just on freight cars but also on cabooses.  After turning out a good many painted with the stripes, Q officials told them to stop applying them.  In a few years, they were also dropped from all freight cars in the new image scheme.

On the subject of white lines under the road number on the sides of waycars, I notice several Chinese red C&S cabooses in "Burlington Waycars" with painted white lines, but above and below the initials and numbers.  These include 10501 (1971), 10505 (1968), 10508 (1963), and 10562 (1968).  All of these have the black background to the Burlington Route herald, whilst those Chinese red cars with the red (or body) colour don't have the stripes, such as 10546.
