One use of a lineup was review by T&E pool crews so they would have some vague idea of when their turn would be called back to work. As Steve suggested a lineup was a swag at best but at least you had a list of what was coming.

 

Another use would be for reference by local crews to again have some general idea of what was running so they could plan their work accordingly. Examples would be at Oregon and Rochelle,IL where the jobs needed access to the mainline frequently.
