No, Charlie, Those were badges worn by the mail sorters on the RPO cars that ran on the Burlington.  I have one like it with the number  64 on it.  You can see one worn by a postal clerk on page XXIX of Overton's Burlington Route.  It is the next to last page of pictures in the book.  Archie

This sounds like it relates to a town of Burlington and a United States Mail  route and not the CB&Q or Burlington Route.
