Yes, it does mean that it would not set off the signals, so a flag man would
guard the crossings and for minor road work a line-bar would be dropped across
the rails to activate the signal. A few Sundays a year my father would take me
out along the Q tracks south of Ottawa and we would pick wild asparagus and
then a few weeks later we would go out to pick naturalized strawberries that
grew along the line where a large truck garden had been prior to WWII. All that
was left were the plants that had gone wild along the fence line and up on the
ROW.
Great strawberries. I wish I had been smart enough to like asparagus at that
age.

Rupert, Under the larger CB&Q letters is the word insulated I
