I can copy a VHS tape into a DVD, but isn't that against the copy right laws?

  Does anyone know if the old Burlington Route Steam Odysseys VHS by Reminisce 
Rails was ever made into a DVD? This tape has some great shots down the Fox 
River Branch. Unfortunately my VCR died - with the tape in it. If not, does 
Reminisce Rails still exist? Or would anyone have the software to convert a 
tape to DVD for me (quote me a price)? Thanks.
